Carlos holds a degree in Actuarial Science from the National Autonomous University of Mexico (UNAM), with continued professional training and a strong focus on data science, technology, and applied analytics. He has developed statistical analyses, predictive models, and specialized applications for market research as well as for both the public and private sectors.

His professional path combines technical rigor, continuous learning, and social commitment. He has strengthened his expertise through advanced diploma programs, specialized scholarships, and a master’s degree in Big Data and Data Science. He has also shared his knowledge as an adjunct professor at UNAM’s Faculty of Sciences, where he created open educational resources and interactive applications to support the teaching of statistics and programming in R and Python.

At Aurora Policy Solutions, he leads the organization’s technology strategy, driving the development of digital products that enhance public decision-making. His work focuses on building a robust, secure, and scalable technological ecosystem grounded in modern infrastructure, intelligent automation, development best practices, and information security.
